I am a political scientist, holding a Ph.D. from the Federal University of Pernambuco (UFPE, 2025), and currently a postdoctoral research fellow at the Center for the Study of the Metropolis (CEM), FAPESP/Cepid/USP, supervised by Prof. Ursula Peres (EACH/USP). I am also a member of the National Institute of Science and Technology on Quality of Government and Policies for Sustainable Development (INCT-QualiGov) and an invited researcher at the Institute for Applied Economic Research (IPEA, Brasília), in the project Intergovernmental Transfers and Brazilian Federalism.
My work investigates how the Brazilian state responds to the unforeseen: in particular, who receives federal emergency resources, when, and why. I use this question as a thread to examine federalism, state capacity and the politics of intergovernmental transfers at the municipal level, combining quantitative designs with qualitative evidence. I also write on public policy (implementation and evaluation) and on replicability and research methods in Political Science.
Before my postdoctoral fellowship, I was a substitute professor of Political Science at the Federal University of the São Francisco Valley (UNIVASF, 2022–2024) and a collaborating professor in the Professional Master in Sociology in National Network (ProfSocio/UNIVASF, 2023–2025). My training includes an M.A. and B.A. at UFPE, an exchange program in International Relations at the University of Coimbra (2016), and courses in Survey Data Analysis at the University of Essex (2019) and Research Transparency and Reproducibility at UC Berkeley (2024).
